I very much disagree on this feeling like it should have been the second episode. I really don't get this complaint of the Aces in particular being very much in the background without a solid introduction. That is the point. The show is attempting to create a disconnect between Kaz/the audience and everyone in the tower. I don't see why having them be an element just hanging there for the first few eps is at all a bad thing, Kaz is still getting used to this place so keeping Doza tower and its occupants at a distance heightens this sense of distrust and class divide. This episode's emotional core would fall utterly flat if Kaz and the audience already were familiar with people like Hype and captain Doza.

Part of the eps strength is the stark contrast between the tower dwellers and the rest of the station, having not met Hype till now, and having only minor glimpses of the Aces and Doza himself makes Tam's role here way better than if this was the second episode. Part of her story here is contrasting the competent Hype, with clumsy Kaz, and clearly being content with Kaz being back with Team Fireball at the end cause he belongs with these people, not the upper class. If we had not had several eps of Kaz having trouble fitting in and everyone slowly getting accustom to him; then the ending with Kaz being happy to be back to work with the team would mean nothing.

I feel like the lamentation at this not being the second episode only exists if you look at the show on a very abstract level. This episode yes does further the plot the most since the premiere, but the meat of the episode itself is not about that primary thread; it is about Kaz getting his first taste of real spying and seeing just how much he prefers his less glamorous life with team fireball and the rest of the lower class of the station.

You might be able to make an argument if you view the series as simply a series of points A to B to C and so on, but as an actual story this NEEDED to come after kaz has both grown somewhat accustom and has also grown restless. The episode loses its soul otherwise. It is stronger for being the 4th episode. I think this disconnect between the audience and the 2nd tier characters, and even more so the 3rd tier is the show's strength, not its weakness. This show is superb at building characterization without directly drawing attention to it.
